Data are based on a questionnaire from March 2008.
Grants are classified into 11 categories. The main distinction is between earmarked (conditional) and non-earmarked (unconditional) grants, which are then divided up further. Grants are consolidated and shown in millions of national currency. Grants from international and supra-national organisation are excluded. Federal countries are reporting both grants to the state level (regions, provinces, states etc.) and to the local level (municipalities, communes etc.). Unitary countries are reporting grants to the local level only.
